2)笔者认为：上述五种现象都被事实证明后，应该追究哪些不良制度导致这场战争的爆发和扩散，进而废除不良的制度避免同类战争在人类重新爆发;也就是说;这场抗疫战争结束后，要追究：1、是哪些重要岗位的专家和权威制定了错误的抗疫处方(包括隔离处方)和错误的施药途径而引发这场战争?2、是哪些重要岗位的决策人物把这场战争快速扩散到全世界?3、是哪些错误政策(制度)把“只有学历而没有能力”的人才安插到极为重要的岗位上，因而产生“祸国殃民”的欺君罪行?要将这三类重要人物找出来开除其职务并废除不良的人才选拔制度，才能够永恒避免同类战争在人类重新爆发，而不应该追究哪个国家要赔偿全人类与病毒战争所产生的多项损失。否则，会引发新的世界大战，后果会更加不堪设想。上述3点措施是避免各种微生物病原体重新浩劫人类最有效最彻底的方法。为了避免人类再次与各种微生物病原体爆发战争，为了全人类的繁荣昌盛，绝不能把病毒的出处归咎给任何国家，更不能选择威胁他国赔偿的道路。
31.2.2.
